Abkhazia-Georgia: 25 Years After War — Special Report

Hromadske travels to the contact line between Georgia and its breakaway province of Abkhazia on 25th anniversary of the war between the two. “Nothing changes here. Everything has stood still. One government replaces another. Nothing good ever happens here”. That’s how Terenti Kvaratskhelia, an owner of a cafe near the checkpoint at the Enguri Bridge, describes the situation at the de-facto Abkhazia-Georgia border. It has been 25 years since the beginning of the Georgian-Abkhaz war of 1992-1993, that killed around 20,000 ee and displaced 250,000. Neighboring Russia supported the Abkhaz separatists, and in 2008 the region became fully occupied by the Russian army. This conflict has been frozen for almost a quarter of a century now, but for those who live there, it seems as though nothing has really changed. On one side, there are those who decided to stay in the occupied, unrecognized territory. On the other, there are displaced people who, for decades now, have been living in houses that don’t really belong to them. Hromadske spent four days on the boundary line between Russian-occupied Abkhazia and the other part of Georgia to find out what is happening in the ‘frozen zone’.

Although Abkhazia seceded from Georgia and declared independence almost a quarter of a century ago, only a handful of countries recognise its existence, among them its powerful neighbour Russia. Our reporters returned to this small Caucasus republic, once nicknamed the "Pearl of the Black Sea", seeking international recognition. At the foot of the Caucasus Mountains, Abkhazia is a small territory of 240,000 inhabitants wedged between Georgia and Russia. At the time of the Soviet Union, it was an autonomous republic within the Georgian Soviet Socialist Republic. After the fall of the Soviet bloc in 1992, Abkhazia declared independence, at the cost of a war lasting over a year against the Georgian rulers. The conflict claimed the lives of over 15,000 people and led to the displacement of hundreds of thousands of Georgians. A trauma still remembered today. Sixteen years later, in August 2008, when Georgia and Russia went to war for five days, Russia formally recognized Abkhazia, as well as South Ossetia, another breakaway republic of Georgia just a few thousand kilometres away. Tbilisi denounced a "blatant annexation" of its territory. This Russian recognition was quickly accompanied by a strengthening of Russia’s military presence and increased investment, including through the signature in 2014 of an "alliance and strategic partnership". In the shadow of Moscow Although the recognition of Abkhazia by Russia gives it a form of protection and economic development, it has more than anything made the small republic dependent on the Russian giant. Today, the Abkhazian state is recognized only by three other countries apart from Russia: Nicaragua, Venezuela and Nauru, a micro-state in the Pacific ... For the rest of the world, it is part of Georgia. Our reporters visited this small piece of land with a subtropical climate and lush nature, once nicknamed the "Pearl of the Black Sea" and a favourite holiday destination of the Soviet intelligentsia. Abkhazia is a partially recognized state on the eastern coast of the Black Sea and the south-western flank of the Caucasus Mountains, south of Russia and northwest of Georgia proper. The separatist Abkhazian polity, formally the Republic of Abkhazia or Apsny, is recognised only by Russia and a small number of other countries. 2. The history of the area is complicated, to say the least, but the modern dispute began with the end of the Soviet Union. As the USSR weakened, Abkhaz and Georgian ethnics had disagreed on how to move forward, as the Abkhaz leaders feared that an independent Georgia would dissolve their autonomy. Soon, ethnic tensions arose. 3. By 1992, the tensions evolved into an all-out war. During the war, gross human rights violations were reported on both sides. Georgian troops have been accused of having committed looting and murders "for the purpose of terrorising, robbing and driving the Abkhaz population out of their homes" in the first phase of the war (according to Human Rights Watch), while Georgia blames the Abkhaz forces and their allies for the ethnic cleansing of Georgians in Abkhazia. 4. During the Georgian–Abkhaz conflict, the Russian authorities and military supplied logistical and military aid to the separatist side. Today, Russia still maintains a strong political and military influence over separatist rule in Abkhazia. Russia has also issued passports to the citizens of Abkhazia since 2000 (as Abkhazian passports cannot be used for international travel) and subsequently paid them retirement pensions and other monetary benefits. 5. The world's deepest known cave, Krubera (Voronja) Cave ("The Crows' Cave"), is located in Abkhazia's western Caucasus mountains. The latest survey (as of September 2006) has measured the vertical extent of this cave system as 2,158 meters between its highest and lowest explored points. 6. Capital of Abkhazia is Sukhumi, a city established by Greek colonists. Much of the ancient city is now under the waters of the Black Sea. 7. Tourism is a key industry and, according to Abkhazia's authorities, almost a million tourists (mainly from Russia) came to Abkhazia in 2007. Despite the controversial status of the territory and its damaged infrastructure, tourism in Abkhazia grew following the Russian recognition of Abkhazian independence in 2008 due to the arrival of Russian tourists. 1992 - 93 Georgian-Abkhazian War Still unresolved, the war in Abkhazia 1992-1993 is largely overlooked. At the time nationalism was rampant throughout the Caucasus. Georgia, reeling from an internal squabble between its first elected president, Zviad Gamsakhurdia, and the head of the National Guard, Tengiz Kitovani and his ally Dzaba Ioseliani, launched an ill-fated attempt to solidify central government control over separatist minded Abkhazia. The Georgians were finally driven out a year and a half later (September 1993) by Abkhazian forces strengthened, if not spearheaded, by hundreds of North Caucasus volunteers, among them future Chechen field commanders Shamil Basayev and Ruslan Galayev. Basayev actually received the Hero of Abkhazia medal and was credited for, among other military feats, liberating the northern city of Gagra and pushing the Georgians across the Psou River into Russia proper, where they were repatriated to Georgia via the ports at Poti and Batumi. Although it took place early in the conflict, the Battle for Gagra was a turning point in the war. Georgian forces had made an amphibious landing to seize Gagra during the first weeks of the war, intending to then push southward and squeeze Abkhazian forces in a pincer movement between a second Georgian force moving north from Sukhumi. The Georgian forces failure to hold the strategic northern city, let alone use it as a base to launch further attacks southward, severely hampered its efforts to impose its will against the Abkhazian separatist movement. Finally, there has been much written about Russias involvement in Abkhazia. Most analysis insists that without Russian support Abkhazia would not have been able to break free (In fact, believing Abkhazia to be another Transdeniester, hundreds of Ukrainian volunteers fought on the Georgian side). However, there are problems with this analysis. First, most of the foreign fighters involved in Abkhazia were not Russian soldiers but, like Shamil Basayev, independent minded fighters from the north Caucasus. Others came from the Abkhazian diaspora, primarily from Turkey. Second, complaints of Russian armor and aircraft involved in the fighting as proof of Russian complicity is problematic, as all armor and aircraft on both sides of the conflict was of Russian/Soviet origin. Georgian officials have even claimed publicly that they themselves rented Russian tanks and their crews for combat missions by the day or even by the hour, more accurately suggesting that rather than an instrument of policy, the Russian army, in a state of flux in 1992, was open to the highest bidder. Russian trucks cross border STORYLINE: Waves of Russian military convoys rolled out of positions in Georgia on Friday as Russia tried to fulfil at least part of its promise to withdraw forces from its small southern neighbour. The Russian departures from the western Senaki military base, the central city of Gori and the eastern crossroads checkpoint of Igoeti come two weeks after thousands of Russian troops on tanks moved into the former Soviet republic in defence of a separatist ally. AP Television footage showed a long Russian military convoy passing through the western town of Zugdidi before crossing the border into the breakaway region of Abkhazia. An AP reporter in Igoeti confirmed that Russian forces had pulled up from their former checkpoints around the crossroads village of Gori. Igoeti, on the road between Gori and the Georgian capital Tbilisi, had been the Russian military's closest established position to the capital. In central Georgia, at least 40 Russian military vehicles left the strategic city of Gori, heading north towards Russia. Gori straddles the country's main east-west highway south of South Ossetia, the separatist region at the heart of the fighting. President Dmitry Medvedev had promised to have his troops out of Georgia by Friday but a top Russian general amended that prediction, saying it could take at least 10 days before the bulk of Russian troops and hardware have withdrawn. Under the European Union brokered cease-fire, Russian forces are to pull back to positions they held before intense fighting broke out on the 7th of August in South Ossetia, which has close ties to Russia. The short but intense war on Russia's southern border has deeply strained relations between Russia and the West. It asked more questions than anyone else, ranging countries recognizing Abkhazia and South Ossetia to Abkhazia's inclusion in an upcoming counter World Cup, by CONAFIA in London. Imnadze said it must be a con, dismissed those recognizing Abkhazia and did not seem to answer if Georgia is asking its allies to put Georgia back on the agenda of the UN Security Council. Afterward Inner City Press ran back to the Council stakeout and asked Ukraine's Foreign Minister Pavlo Klimkin about the press conference and what he learned. Inside Abkhazia there is a georgian minority mainly in GALI district, and dividing the KARTVELIANS inside Abkhazia means that the separatists will have a smaller georgian minority, meaning that the georgians will recieve lesser schools, education etc. They tend to see a mingrelians and svanetians as different from georgians. We know that svanetians and mingrelians do consider themselves as part of the same Family. All specialists and scientists place the LAZ, MINGRELIAN, SVANETIAN, IBERIANS under the same family called Kartvelian.

Russian/Nat Survivors of the 13-month civil war in Abkhazia, the separatist region of Georgia, have begun returning to their homes. More than a quarter of a million people fled the bitter fighting - now they face an uncertain future. This area of the republic of Georgia is romantically titled `The Black Sea Riviera'. For the Abkhazians living here the contrast between their way of life and surroundings could not be more extreme. 250,000 refugees have fled the area after 13 months of a bitter civil war - burnt out houses and derelict blocks of flats pay testament to the ferocity of the fighting. Many survivors are elderly Russians who are suffering from a Russian-enforced blockade of Abkhazia. Despite evidence of extreme hardship, Moscow continues to tighten the economic noose on the area. In the remote village of Tkvarcheli, residents claim that 16 people have recently died of hunger. SOUND BITE (Russian): "Yesterday, one of my daughter-in-law's little grandchildren tore off a piece of bread and came over to me and said `Grandma Tanya - have something to eat. We shared the bread and it brought tears to me eyes." SUPERCAPTION: Tanya, village resident. The whole village is without electricity and gas - people are forced to beg for kerosene for their stoves from the occasional helicopter. The leader of the Russian forces in the area is sympathetic to their plight. SOUNDBITE: (Russian) "It's a desperate issue - these are people abandoned to their fate. Their pensions are extremely low - around 2,500 roubles a month when a loaf bread costs 1,700". SUPERCAPTION: Lt. Gen. Pavel Kuzemchak, Commander of Russian peacekeeping forces in Abkhazia. Most are forced to scratch out a living as best they can - walnuts grown in gardens are a valuable food source. Anna Nikolayevna is a refugee who survived the Second World War. She fled to Abkhazia to escape Luftwaffe bombs and her only source of income is her fifty-cent (US) monthly pension - to make matters worse she can't remember the last it arrived. Living alone, she depends on the generosity of her neighbours to escape starvation. SOUNDBITE (Russian): "A neighbour comes round to feed me. What can I do? This morning she bought me a little rice. I boiled a soup with rice and nothing else." SUPERCAPTION: Tanya Nikolayevan, village resident.
