This month the United Kingdom will host a gathering of some 53 heads of government representing about a third of the world's population, all of them members of the Commonwealth of Nations. But what exactly is the Commonwealth and does being a member really matter? The Commonwealth was formed in 1949, in part, as a way to give former British colonies the ability to establish their own government. Over the years it’s grown to include nations with no ties to the United Kingdom. However to join, a nation must have a historical constitutional association with another Commonwealth country. Joining nations must also agree to the broad principles of the Commonwealth - development, democracy, human rights and peace. Some so-called Brexiters, those in favour of the United Kingdom leaving the European Union, believe the Commonwealth could take the place of the EU. That’s an idea journalist Ishaan Tharoor disagrees with. Tharoor, a foreign affairs correspondent for The Washington Post, believes it’s far-fetched to assume that the Commonwealth will take the place of other global partnerships. So does the Commonwealth have a purpose? We'll discuss that on this episode of The Stream. [2015] UKSC 69 UKSC 2014/0203 Keyu and others (Appellants) v Secretary of State for Foreign and Commonwealth Affairs and another (Respondents) On appeal from the Court of Appeal (Civil Division) (England and Wales) This appeal concerned the respondents' decision to refuse a public or similar independent investigation into the killing on 11-12 December 1948 of 24 unarmed civilians by a patrol of Scots Guards in the village of Batang Kali. At the time, the village was in the State of Selangor, a British Protected State within the former Federation of Malaya. The respondents rejected the call for an inquiry on the basis that, among other things, the dispute of facts and the passage of time would create inevitable difficulties in establishing the truth. The Appellants applied for judicial review of the refusal to hold a public inquiry, arguing that a public inquiry was required on three different grounds: (i) under Article 2 (right to life) of the European Convention on Human Rights (“ECHR”); (ii) under the common law by virtue of its incorporation of principles of customary international law; and (iii) under the common law by judicial review of the Respondents’ exercise of their discretion under section 1 of the Inquiries Act 2005. The Respondents cross-appealed contending that the issues were not within the jurisdiction of the UK courts. The Supreme Court unanimously rejects the Secretary of State’s jurisdiction argument, but unanimously dismisses the appeal by Mr Keyu and others on grounds (i) and (ii) and dismisses the appeal on ground (iii) by a majority of 4-1 (Lady Hale dissenting).

[2016] UKSC 3 UKSC 2014/0028 Youssef (Appellant) v Secretary of State for Foreign and Commonwealth Affairs and another (Respondents) On appeal from the Court of Appeal Civil Division (England and Wales) The issue in this case is whether the Foreign Secretary was entitled to allow Mr Youssef to be added to the United Nations' list of people subject to asset freezing. An anonymous state proposed that Mr Youssef be added to the list of asset-freezing targets because of his conviction in Egypt for terrorist activity. That conviction was passed in his absence and founded on evidence obtained by torture. The addition of a name to the list requires unanimity. The Foreign Secretary initially withheld the United Kingdom's consent, before granting it. The Divisional Court dismissed Mr Youssef's application for judicial review of that grant of consent, and the Court of Appeal dismissed his appeal. The Supreme Court unanimously dismisses Mr Youssef’s appeal.

Secretary Ash previously served as the city manager in his native Chelsea, a position he held from 2000 to 2014. In Chelsea, Secretary Ash’s leadership produced both economic expansion and fiscal stability. He grew the city’s housing stock, expanded its commercial base, developed 10 new parks, secured five credit rating increases, and won two All-America City designations for Chelsea. He previously served as the staff director to the Massachusetts House Majority Leader, as co-founder and vice-chair of the Metropolitan Mayors Coalition, as past president of the Metropolitan Area Planning Council, as a board member of the public policy think tank MassINC, and as an elected trustee of his alma mater, Clark University. Pakistan and the UK have strong economic and trade ties; we are confident that our existing relations with the UK would be further enhanced to the mutual benefit of both countries, especially in the field of trade and investment, the Prime Minister said. Pakistan greatly appreciates the work undertaken by the UK Department for International Development (DFID) that has created tremendous goodwill for the UK in Pakistan, the Prime Minister said. Highlighting Pakistan’s contributions in the global fight against terrorism, the Prime Minister said that Pakistan has been the worst victim of terrorism. We have lost over 60,000 lives and suffered huge economic losses in our fight against terrorism; we are fighting this war as an imperative not as an option, the Prime Minister stated. The successfully ongoing military operation ‘Zarb-e-Azb’ is in its final phase and the National Action Plan (NAP) has been launched to deal with the threat of violent extremism and radicalization, the Prime Minister said. We are committed to take strongest possible action against all terrorists and extremists without any exception, the Prime Minister emphasized. Building close, cooperative relations with neighbouring countries, remains a key priority of our foreign policy, said the Prime Minister. Pakistan supports an Afghan-led, Afghan-owned and an inclusive peace process in Afghanistan; we will continue to support all initiatives in this direction, the Prime Minister stated. We are deeply concerned at the recent developments in Indian occupied Jammu and Kashmir and the gross human rights violations by Indian security forces, the Prime Minister further said. Pakistan wants a serious, sustained and result-oriented dialogue with India on all issues of mutual concern; the unresolved Jammu and Kashmir dispute remains the main threat to security in the region, the Prime Minister expressed with concern. Referring to the recent ceasefire violations by Indian security forces along the LoC, the Prime Minister said that India has deliberately escalated tensions at the LoC in order to try to divert the attention of the international community from the grave situation in the Indian occupied Jammu and Kashmir, where the Indian occupation forces have unleashed a reign of terror committing brutalities against innocent and defenseless people. International Community, particularly the UK should take notice of the gravity of the situation and call on India to respect human rights of the people of Kashmir and implement the UN Security Council resolutions on Jammu and Kashmir, the Prime Minister urged. Appreciating the leadership role of Prime Minister Muhammad Nawaz Sharif the British Secretary of State for Foreign & Commonwealth Affairs said that Britain will continue to be the champion of Pakistan in its region; Pakistan’s endeavours for regional peace, stability and prosperity are indeed exemplary. The CPEC is a landmark and fantastic dream being translated into reality, the Secretary commended. Britain appreciates Prime Minister Muhammad Nawaz Sharif’s efforts for achieving macroeconomic stability; will support Pakistan in GSP Plus scheme, the British Secretary stated. Mr. Boris Johnson congratulated the Prime Minister on the passage of honour killing bill and termed it as remarkable achievement of the present government. Lauding the visionary role of Prime Minister Muhammad Nawaz Sharif, the Secretary said that Britain appreciates and endorses the vision of the Prime Minister for reaching out to neighbouring countries for the sake of regional peace and collective betterment.
