How relevant is the Commonwealth? | The Stream
This month the United Kingdom will host a gathering of some 53 heads of government representing about a third of the world's population, all of them members of the Commonwealth of Nations. But what exactly is the Commonwealth and does being a member really matter? The Commonwealth was formed in 1949, in part, as a way to give former British colonies the ability to establish their own government. Over the years it’s grown to include nations with no ties to the United Kingdom. However to join, a nation must have a historical constitutional association with another Commonwealth country. Joining nations must also agree to the broad principles of the Commonwealth - development, democracy, human rights and peace. Some so-called Brexiters, those in favour of the United Kingdom leaving the European Union, believe the Commonwealth could take the place of the EU. That’s an idea journalist Ishaan Tharoor disagrees with. Tharoor, a foreign affairs correspondent for The Washington Post, believes it’s far-fetched to assume that the Commonwealth will take the place of other global partnerships. So does the Commonwealth have a purpose? We'll discuss that on this episode of The Stream. Guests: Ishaan Tharoor @ishaantharoor Foreign Affairs Reporter, The Washington Post washingtonpost.com/people/ishaan-tharoor Hon. Keyu and others v Secretary of State for Foreign and Commonwealth Affairs and anothe
[2015] UKSC 69 UKSC 2014/0203 Keyu and others (Appellants) v Secretary of State for Foreign and Commonwealth Affairs and another (Respondents) On appeal from the Court of Appeal (Civil Division) (England and Wales) This appeal concerned the respondents' decision to refuse a public or similar independent investigation into the killing on 11-12 December 1948 of 24 unarmed civilians by a patrol of Scots Guards in the village of Batang Kali. At the time, the village was in the State of Selangor, a British Protected State within the former Federation of Malaya. The respondents rejected the call for an inquiry on the basis that, among other things, the dispute of facts and the passage of time would create inevitable difficulties in establishing the truth. The Appellants applied for judicial review of the refusal to hold a public inquiry, arguing that a public inquiry was required on three different grounds: (i) under Article 2 (right to life) of the European Convention on Human Rights (“ECHR”); (ii) under the common law by virtue of its incorporation of principles of customary international law; and (iii) under the common law by judicial review of the Respondents’ exercise of their discretion under section 1 of the Inquiries Act 2005. The Respondents cross-appealed contending that the issues were not within the jurisdiction of the UK courts. The Supreme Court unanimously rejects the Secretary of State’s jurisdiction argument, but unanimously dismisses the appeal by Mr Keyu and others on grounds (i) and (ii) and dismisses the appeal on ground (iii) by a majority of 4-1 (Lady Hale dissenting).

These are people who see and say things the way they ought to be. Watch on... I want to believe that the cancellation of the C'wealth's SG to Buea and the reduction of her visit duration will be correctly interpreted by the powers that be, and necessary action taken against Yaounde. You can't prevent the C'wealth SG from going to Buea claiming it is for security reasons yet you give us the impression that all is under control. The visit of the C'wealth scribe has come thanks to the protest of the Ambazonian diaspora and the request for audience with queen of England. I still want to believe that something good is cooking up some where on our favor. But, in any case, aluta continua indefinitely...

The Queen: Her Commonwealth Story
BBC1 - 26 Mar 2018 The Queen: Her Commonwealth Story George Alagiah explores the fascinating history of Queen Elizabeth II and her beloved Commonwealth. Walking in her footsteps, he discovers how the role of heading this family of nations has affected the Queen as she grew and developed, both as a monarch and as a person. His journey starts in Tonga, one of the furthest-flung stops on the Queen's first Commonwealth tour in 1953, where he meets Princess Pilolevu, granddaughter of the Queen of Tonga who welcomed the 27-year-old Queen Elizabeth II so warmly all those years ago. From there, George's own Commonwealth tour takes him to Australia, Ghana, India and South Africa. In each country he discovers how the shy young Queen grew into a monarch who commands respect, exploring moments of triumph, diplomacy, challenge and political intrigue. Gathering testimony from people who have met the Queen across the years and from experts who have followed her fascinating journey, George builds a picture of how deftly the Queen has played her unique role as head of the Commonwealth, through a passage of history that has seen some Commonwealth nations going through difficult and tumultuous times. Her daughter Princess Anne talks about the queen's role as a woman in a male-dominated world, and the much-deployed royal walkabout. Other interviewees include former Australian prime minister Bob Hawke, the second Commonwealth secretary-general Sir Sonny Ramphal, former private secretary to the Queen Sir William Heseltine and South African politician Mamphela Ramphele.

Youssef v Secretary of State for Foreign and Commonwealth Affairs and another
[2016] UKSC 3 UKSC 2014/0028 Youssef (Appellant) v Secretary of State for Foreign and Commonwealth Affairs and another (Respondents) On appeal from the Court of Appeal Civil Division (England and Wales) The issue in this case is whether the Foreign Secretary was entitled to allow Mr Youssef to be added to the United Nations' list of people subject to asset freezing. An anonymous state proposed that Mr Youssef be added to the list of asset-freezing targets because of his conviction in Egypt for terrorist activity. That conviction was passed in his absence and founded on evidence obtained by torture. The addition of a name to the list requires unanimity. The Foreign Secretary initially withheld the United Kingdom's consent, before granting it. The Divisional Court dismissed Mr Youssef's application for judicial review of that grant of consent, and the Court of Appeal dismissed his appeal. The Supreme Court unanimously dismisses Mr Youssef’s appeal.

New England Business - Sec. Jay Ash, Commonwealth of Massachusetts Housing & Economic Development
http://www.newenglandbusiness.org Jay Ash serves as the Secretary of Housing and Economic Development for the Commonwealth of Massachusetts. Secretary Ash is responsible for directing and executing Governor Charlie Baker’s agenda on housing and community development, job creation, business development, consumer affairs, and business regulation. Since joining the Baker-Polito Administration, Secretary Ash has prioritized efforts to grow jobs, help communities realize their economic development priorities, connect citizens to new economic opportunities, and build prosperity across Massachusetts. Under Secretary Ash’s leadership, the Commonwealth has substantially increased its commitment to public infrastructure that unlocks economic development, to the revitalization of Brownfields, to workforce training equipment, and to the development and commercialization of emerging technologies. He has led efforts to increase affordable housing production, to redevelop and modernize public housing communities, and to substantially reduce the number of homeless families sheltered in motel rooms. Secretary Ash has played a leadership role in the recruitment and expansion of major employers, including Amazon, General Electric, IBM Watson Health, Kronos, and Siemens. Secretary Ash previously served as the city manager in his native Chelsea, a position he held from 2000 to 2014. In Chelsea, Secretary Ash’s leadership produced both economic expansion and fiscal stability. He grew the city’s housing stock, expanded its commercial base, developed 10 new parks, secured five credit rating increases, and won two All-America City designations for Chelsea. He previously served as the staff director to the Massachusetts House Majority Leader, as co-founder and vice-chair of the Metropolitan Mayors Coalition, as past president of the Metropolitan Area Planning Council, as a board member of the public policy think tank MassINC, and as an elected trustee of his alma mater, Clark University. This presentation, like all of the New England Business Association's Massachusetts Breakfast Series presentations, was recorded and edited by Davideo Company, of Framingham, MA.

Mass. Secretary Of State Race
Boston City Councilor Josh Zakim picked up a big endorsement this week, with Rep. Seth Moulton (D-MA) backing his bid to unseat fellow Democrat and six-term incumbent Bill Galvin as Secretary of State. But Zakim’s biggest problem could be that Galvin will barely acknowledge he exists. As Adam Reilly reports, this race is begging the question: how much does an entrenched politician owe their opponent in a primary challenge?

Commonwealth Secretary Generals and Leadership
Institute of Commonwealth Studies http://www.sas.ac.uk/ http://www.commonwealthoralhistories.org/ Institute: http://commonwealth.sas.ac.uk/ Commonwealth Secretary Generals and Leadership Professor Philip Murphy Director of the Institute of Commonwealth Studies This video notes how the COHP interviews highlight the importance of the individual characters of the Commonwealth's Secretary-Generals in shaping the organisation. Given the often conflicting agendas of member states, strong and effective leadership from the Secretary-General has been essential in expanding the remit of the Secretariat and providing it with a sense of purpose. The COHP material throws light on the multi-faceted role of the Secretary-General and raises the question of whether politicians or career civil-servants have proved more effective in the post Follow on Twitter: @philipvmurphy

welcoming the Secretary of State for Foreign & Commonwealth Affairs of UKوزیراعظم نواز شریف سے برطان
Secretary of State for Foreign & Commonwealth Affairs of UK the RT Hon Boris Johnson called on Prime Minister Muhammad Nawaz Sharif at PM House today. Warmly welcoming the Secretary on his first visit to Pakistan, the Prime Minister expressed his confidence that under its new leadership, Britain will emerge stronger and continue playing an important role in the world affairs.Recalling his cordial meeting with Prime Minister Theresa May on the margins of the UN General Assembly session in New York in September 2016, the Prime Minister said that he looks forward to welcome the British Prime Minister in Islamabad next year. Pakistan considers the UK a close friend and a trusted partner; our bilateral relations are founded on shared history, cultural linkages and strong people-to-people contacts, the Prime Minister stated. Pakistan and the UK have strong economic and trade ties; we are confident that our existing relations with the UK would be further enhanced to the mutual benefit of both countries, especially in the field of trade and investment, the Prime Minister said. Pakistan greatly appreciates the work undertaken by the UK Department for International Development (DFID) that has created tremendous goodwill for the UK in Pakistan, the Prime Minister said. Highlighting Pakistan’s contributions in the global fight against terrorism, the Prime Minister said that Pakistan has been the worst victim of terrorism. We have lost over 60,000 lives and suffered huge economic losses in our fight against terrorism; we are fighting this war as an imperative not as an option, the Prime Minister stated. The successfully ongoing military operation ‘Zarb-e-Azb’ is in its final phase and the National Action Plan (NAP) has been launched to deal with the threat of violent extremism and radicalization, the Prime Minister said. We are committed to take strongest possible action against all terrorists and extremists without any exception, the Prime Minister emphasized. Building close, cooperative relations with neighbouring countries, remains a key priority of our foreign policy, said the Prime Minister. Pakistan supports an Afghan-led, Afghan-owned and an inclusive peace process in Afghanistan; we will continue to support all initiatives in this direction, the Prime Minister stated. We are deeply concerned at the recent developments in Indian occupied Jammu and Kashmir and the gross human rights violations by Indian security forces, the Prime Minister further said. Pakistan wants a serious, sustained and result-oriented dialogue with India on all issues of mutual concern; the unresolved Jammu and Kashmir dispute remains the main threat to security in the region, the Prime Minister expressed with concern. Referring to the recent ceasefire violations by Indian security forces along the LoC, the Prime Minister said that India has deliberately escalated tensions at the LoC in order to try to divert the attention of the international community from the grave situation in the Indian occupied Jammu and Kashmir, where the Indian occupation forces have unleashed a reign of terror committing brutalities against innocent and defenseless people. International Community, particularly the UK should take notice of the gravity of the situation and call on India to respect human rights of the people of Kashmir and implement the UN Security Council resolutions on Jammu and Kashmir, the Prime Minister urged. Appreciating the leadership role of Prime Minister Muhammad Nawaz Sharif the British Secretary of State for Foreign & Commonwealth Affairs said that Britain will continue to be the champion of Pakistan in its region; Pakistan’s endeavours for regional peace, stability and prosperity are indeed exemplary. The CPEC is a landmark and fantastic dream being translated into reality, the Secretary commended. Britain appreciates Prime Minister Muhammad Nawaz Sharif’s efforts for achieving macroeconomic stability; will support Pakistan in GSP Plus scheme, the British Secretary stated. Mr. Boris Johnson congratulated the Prime Minister on the passage of honour killing bill and termed it as remarkable achievement of the present government. Lauding the visionary role of Prime Minister Muhammad Nawaz Sharif, the Secretary said that Britain appreciates and endorses the vision of the Prime Minister for reaching out to neighbouring countries for the sake of regional peace and collective betterment. The United Kingdom endorses and supports Prime Minister Muhammad Nawaz Sharif for stability, peace and development in the region, the Secretary stated. The Secretary congratulated the Prime Minister on improvement in security situation across Pakistan and said that UK is ready to support Pakistan in security collaboration. Mr. Johnson said that Britain is ready to boost bilateral trade between the two countries; the business environment in Pakistan is ideal in the backdrop of the stage set by the Prime Minister by turning around the economy.
