I was walking around downtown Baltimore when I noticed a University of Maryland, Baltimore Police Officer parked in a NO STOPPING zone. After observing him parked there for about 10 minutes I began taking pictures of him and his patrol car. After about 30 minutes and 6 or 7 pictures he decided to ID me.... See what happened. BTW, this is my debut video on YouTube, so be nice regarding the changing of the angle (it goes sideways a lot, sorry) and the blurriness. I am still learning how to use this new camera... Official complaint was filed against Douglass and Mack, for failure to ID and for my unlawful detainment. Since this video was posted I have returned to the same spot on 5 seperate occasions. The 1st time, 2 days after the original vidoe was posted, I noticed Douglass in the exact same spot. This was the day I met with Chief Williams. I mentioned to him that Douglass had been in the same spot again that day. He took my picture and gave me a dirty look, all the while I was talking to an old man about how the officer was upset with me for taking his picture and reporting him to his boss for illegally detaining me. I waited 2 days, and returned again, to find Douglass on the other side of the No Stopping sign, in a legal parking spot. And on each subsequent visit, Douglass has been parked legally. I do believe the officer may have learned a lesson. For those of you who are suggesting I sue them for $$$, please understand that my intention of posting this video was education. I had previously contacted the ACLU for advice, with the intention of filing a lawsuit for the maximum allowed, then to have the entire sum waived except for $1. It would have been interesting, and I wanted it on the books that there was some kind of noticeable repercussions for the actions taken by the officers. While there will be disciplanary actions, the law allows for these actions not to be publicized. While I do not agree with this, it is what it is. In closing, for those who continue to ask me to sue, understand that I am not seeking a lawsuit in this case. Yes, I was illegally detained and my rights were somewhat violated. But let's all be honest with ourselves and each other, this could have been much worse.
